Cut an assortment of circles with nestabilities or other scallop circle punch. Cut to the centre of 4 of the circles. glue the flap under to make a 3 sided shape as shown and glue this 4 together sides to sides
Cut 2 large circles and 2 smaller circles in half and make them into cone shapes then glue them inside each other to make each quarter, like this
now add ds tape to the back add some ribbon and cover with another circle to finish it or make another and glue them back to back to make a ball shaped one
For the mini cone version flat one sided, cut 5 small circles in half and make cones as before. Glue 6 to a base circle to make the bottom layer than add 3 more above them and attach ribbon as before
